Hi Eugene, thanks for your question! Both CCAs and interest groups serve a similar function: they support a vibrant student life outside our studies. The short answer is that CCAs tend to be more formalised than interest groups, which are more ad-hoc and may change from year to year. There are NUS-wide CCAs as well as CCAs that are unique to each hall. On the other hand, interest groups tend to be unique to each residential college, though there are some faculty- or department-specific interest groups, e.g. the Philosophy Interest Group is hosted under the Department of Philosophy, though it's open to anyone in NUS who is interested in Philosophy. With the transition to NUS College, all our interest groups will be starting afresh—it's a fantastic opportunity to get together with friends and create the interest groups you'd like to see!
